Proposed by FIDESZ Hungarian Civic Union
- Having regard to the fact that during the change of regime in the 1990's, the nations regaining their freedom, Hungary among them, quite quickly transplanted all of the features characteristic of a European state respecting human rights, freedom into their legal system.
- Pointing out that widely accepted view has developed that after the last parliamentary elections the situation has significantly worsened, and there have been several cases of infringement of basic political and civil rights.
- Taking into account that in Hungary since the reign of the socialist-liberal government the following phenomena have become widespread:
- party-political influence of the police
- bringing political debates to court and party-political launch of legal actions
- restrictiction of the right of assembly of citizens and civil organisations
- the intimidation and removal from the state sphere of those who feel themselves as opposition thinkers
- "high treason" legal actions towards those who criticise the government
- practice of making civic press unviable, their advertisement embargo and state -subsidies for government-sided press which is dominating anyway
- administrative and legal restriction of freedom of speech
- Considering that neither the government, nor the NGO's of legal protection have publicly formed their position with regard to these occurrences.
- Regarding to the fact that the accounts given by the persons involved and the witnesses, and the information published in the mass media, in several cases the point seriously emerges that those acting on behalf of government agencies, authorities, public institutions in Hungary take measures not in compliance with the Constitution of the Republic of Hungary, and the regulations ensuring the human, civil and political rights enshrined in the documents of the UN and the Council of Europe and the European Union.
The CDI:
Expresses its concern about the repeted infrigement of fundamental rights in Hungary since the change of government in 2002.
Calls upon the Hungarian Government to make efforts to respect the fundamental human, civil and political rights.
